i've verified url in question exist , accessible through browser.
other fun facts : eclipse installer (by oomph!) experiences same error when attempts install eclipse. if install new instance of eclipse without installer eclipse market place experiences same error - existing instance not experience problems communicating marketplace.
i'm guessing browser has proxy configured. you'll need configure same in eclipse proxy settings
